The article presents interim results of the transdisciplinary BMBF joint research project KlimaInnoGovernance (2018-2022), which is conducting research on the transformation of local and regional energy systems in the region of Northern Hesse. The focus is on questions regarding municipal and regional options for an optimized energetic bioenergy production based on the use of residual and waste materials. Findings to date show that a reliable assessment of biomass potentials requires the inclusion of regional knowledge. Currently a significant portion of regional biomass potential is tied up in highly fragmented utilization pathways, which, however, need to be reviewed from an ecological perspective and against the background of an upcoming carbon dioxide pricing. For the optimization of biomass utilization pathways, it is becoming apparent that promising approaches can be achieved through inter-municipal cooperation and governance innovations.
